It has lots of recipes but it's also a how-to guide to basic, and complex, kitchen techniques that good cooks use over and over again. It has lots of "mother" recipes, like the ratios for a basic vinaigrette, that you can then expand on in many ways. A great book for both experienced and inexperienced cooks.
